Justification
Governor's Recommendations 2023-24

The Governor's Budget Recommendation for Fiscal Year 2023-24 includes 5,632,693 in nonrecurring funds to support the
department's fixed capital outlay needs.  This includes $3,933,005 for replacement of the roofs on Wings A and B of the
Neil Kirkman Building in Tallahassee, Florida.  The building serves as the department's headquarters and accommodates
more than 1,100 staffers and more than 25,000 annual visitors (heated and cooled) and is comprised of four wings. Initial
construction was completed in 1956 with wing additions in subsequent years. The A-Wing was constructed 42 years ago and
the B-Wing was constructed 66 years ago.  The roofing systems on each are reaching the end of its useful life/warranty
and frequency of repairs has increased as a result.
