Issue:            TRANSFER FL CONDOS, TIMESHARES AND MOBILE HOMES' ARBITRATION UNIT TO EXECUTIVE DIRECTION/OFFICE OF THE GENERAL COUNSEL - DEDUCT

Justification
Governor's Recommendations 2020-21
The Governor's Budget Recommendation for Fiscal Year 2020-21 includes the transfer of ten (10) positions, 498,373 in Salary Rate, and budget authority in the amount of $801,818 from the Division of Florida Condominiums, Timeshares and Mobile Homes (division) to the Office of the General Counsel (OGC). Section 718.1255, Florida Statutes, requires arbitration of certain condominium disputes as an alternative to court litigation and also authorizes the mediation of such disputes. The division's Arbitration Unit includes one (1) Attorney Supervisor, five (5) Senior Attorneys, one (1) Attorney, one (1) Government Analyst II, one (1) Government Analyst I, and one (1) Administrative Assistant II. Transferring the division's Arbitration Unit to the Office of the General Counsel will provide improved oversight by the General Counsel and Deputy General Counsel, consolidate all legal activity under one business unit and enhance legal services to the division.
